Official premise
The darkest side of the sunniest place
Rockstar’s published premise begins with Jason and Lucia believing the odds are already against them. When an easy score goes wrong, they are pulled into a criminal conspiracy stretching across Leonida and must rely on each other to survive. That is the complete high-level story Rockstar currently presents publicly.
The wording establishes a statewide conflict and a relationship under pressure without identifying the central antagonist, the exact opening mission or the ending. Plot summaries that add secret organizations, betrayals or chapter structures are speculation unless a primary source supports them.
Lucia Caminos
A deliberate plan after prison
Lucia learned to fight from her father and her path has taken her into Leonida Penitentiary. Rockstar’s profile describes her release as luck and says she wants the good life her mother dreamed of, but is prepared to make smart moves rather than rely on chance.
Trailer 1 introduced Lucia in custody, while later material places her beside Jason in their shared criminal life. The official biography gives her ambition and history without publishing the offense that led to prison, the length of her sentence or a complete account of her family.
Jason Duval
From the Army to the Keys
Jason grew up around criminals and served in the Army before ending up in the Leonida Keys. Rockstar says he works for local drug runners and wants an easier life, even as his circumstances keep him close to danger. Brian Heder provides him with a place to stay in exchange for help with local work.
Jason’s connection to Lucia is the central relationship in the premise. Official media shows them planning and acting together, but Rockstar has not published a complete history of how they met or defined their relationship with a single formal label.
The Keys network
Brian Heder and Cal Hampton
Brian is an experienced drug runner associated with the Keys and described as operating from his boat yard with his third wife, Lori. His arrangement with Jason connects housing, work and local criminal activity. Cal Hampton is Jason’s friend and one of Brian’s associates, with a strong interest in intercepted communications and conspiracy theories.
These profiles establish a small network around Jason before the larger conspiracy takes hold. They do not yet confirm whether Brian or Cal is a mission giver, companion, playable character or long-term ally. Those gameplay roles remain open.
Vice City business
Boobie Ike, Only Raw Records and Real Dimez
Boobie Ike has built a Vice City business portfolio spanning real estate, a strip club and a recording studio. His partnership with Dre’Quan Priest is focused on Only Raw Records, while the rap duo Real Dimez is connected to the label and pursuing another success.
This network gives the official story a music and entrepreneurship layer beyond Jason and Lucia’s immediate work. Rockstar has described the relationships, but not the number of related missions or whether each business can be owned, managed or upgraded by the player.
Professional crime
Raul Bautista raises the stakes
Raul Bautista is an experienced bank robber who looks for talent prepared to accept significant risks. His profile suggests a connection to larger scores and gives the supporting cast a figure whose work can pull others toward greater danger.
The official material does not say that Raul leads the entire conspiracy or acts as the main villain. GTAFinder therefore records his published profession and recruitment role without assigning him an unconfirmed place in the overall plot.

Rockstar has not revealed the full plot, chapter count, ending, antagonist, complete mission order or every relationship outcome. An Extended Look adds scenes and dialogue, but a curated presentation is not a complete narrative synopsis.
